1. Call to Order
Chairman James Gardner called to order the Regular School Board Meeting of the Central Community School Board on Monday, May 9, 2022 at the Central Administrative Office at 6:00 P.M.
2. Prayer
Prayer led by Dr. Holmes
3. Pledge
4. Roll Call
Tracy Barnes conducted a roll call. The following persons were present: Roxanne Atkinson, Sharon Browning, Ruby Foil, James Gardner, Keith Holmes, Kimberly Powers and David Walker. A quorum was present.
5. To consider approval of the minutes from the Public Hearing on School Board Election Districts held on Monday, April 11, 2022 and take appropriate action.
A motion was made by Ms. Browning and seconded by Ms. Atkinson to approve the minutes from the Public Hearing on School Board Election Districts held on Monday, April 11, 2022. There being no objections, the motion passed.
6. To consider approval of the minutes from the Public Hearing on Budgets held on Monday, April 11, 2022 and take appropriate action.
A motion was made by Dr. Walker and seconded by Ms. Powers to approve the minutes from the Public Hearing on Budgets held on Monday, April 11, 2022. There being no objections, the motion passed.
7. To consider approval of the minutes from the Regular School Board Meeting held on Monday, April 11, 2022 and take appropriate action.
A motion was made by Ms. Atkinson and seconded by Dr. Holmes to approve the minutes from the Regular School Board Meeting held on Monday, April 11, 2022. There being no objections, the motion passed.
8. To consider the Superintendent's recommendation for administrative, instructional and support staff positions and take appropriate action. (Dr. Fountain)
A motion was made by Ms. Foil and seconded by Ms. Browning to approve the retirement of the following: 1)Ms. Rosa Browden, CNP Head Cook, Tanglewood Elementary School, effective July 25, 2022; 2)Ms. Kristy Gonzales, Grade 3 Teacher, Central Intermediate School, effective May 28, 2022; 3)Ms. Nancy Holden, Grade 4 Teacher, Central Intermediate School, effective June 1, 2022; 4)Ms. Brenda Kelly, CNP Assistant Manager, Central High School, effective August 1, 2022; 5)Ms. Rhonda McLaughlin, Computer Teacher, Central Intermediate School, effective May 30, 2022. There being no objections, the motion passed.
Board members received a report of ten (10) Resignations. This was a report only and required no action.
9. To receive a report from the Human Resources/Policies Committee Meeting held on Wednesday, April 27, 2022 and take appropriate action regarding the following:
a. 2nd Reading of Policy H-2.4a - Public School Choice
The committee recommended approval of the 2nd Reading of Policy H-2.4a - Public School Choice. A motion was made by Ms. Browning and seconded by Ms. Atkinson to approve the committee's recommendation. There being no objections, the motion passed.
b. Revised Job Descriptions for Instructional Coach positions
The committee recommended approval of the Revised job descriptions for Instructional Coach positions as presented by the staff. A motion was made by Ms. Browning and seconded by Ms. Foil to approve the committee's recommendation. There being no objections, the motion passed.
10. To receive a report from the Finance Committee Meeting held on Wednesday, April 27, 2022 and take appropriate action regarding the following:
a. Bids for products to be utilized by the Child Nutrition Program for the First Semester of the 2022-2023 School Year
A motion was made by Ms. Atkinson and seconded by Dr. Holmes to approve the staff's recommendation to award bids for products to be utilized by the Child Nutrition Program for the first semester of the 2022-2023 School Year. There being no objections, the motion passed.
b. Brick Fundraiser for new promenade at Wildcat Stadium
Committee members received information on a possible brick fundraiser for the new promenade at Wildcat Stadium. This was a report only and required no action.
11. To consider adoption of a Resolution establishing the millage rates for the 2022 Tax Rolls. (Dr. Fountain)
A motion was made by Dr. Holmes and seconded by Ms. Atkinson to adopt a resolution to establish the millage rates for the 2022 Tax Rolls.
A substitute motion was made by Ms. Powers to roll back the millage rates. This substitute motion did not receive a second.
A roll call vote was taken for the board to adopt a resolution to establish the millage rates for the 2022 Tax Rolls and is listed as follows:
For: Atkinson, Browning, Foil, Gardner, Holmes, Walker
Against: Powers
Absent: None
Abstain: None
There being six (6) votes "For", one (1) vote "Against", zero (0) votes "Absent", and zero (0) votes "Abstain", the motion passed.
12. To consider rescheduling the board meeting for the month of June. (Dr. Fountain)
A motion was made by Ms. Atkinson and seconded by Ms. Powers to approve the staff's request to reschedule the June School Board Meeting from June 13, 2022 to June 20, 2022. There being no objections, the motion passed.
13. Superintendent's Report
The 8th Annual Academic Excellence banquet will be held tomorrow night in the CMS courtyard. This event honors our highest academic achievers. We are excited to enjoy this time with their families to celebrate the accomplishments of the 21-22 school year. This Thursday, we will have our Graduation Walk. This new tradition began a couple of years ago, and has quickly become a yearly favorite. After seniors pick up their caps and gowns, they will ride via bus to walk through each of our school sites to be honored by students in all of our grades. Graduation is next Tuesday, May 17th, at the River Center. This is the culminating event of our school year, and we are excited to celebrate our seniors next week. The last day for students is Wednesday, May 25th. Teachers will work on Thursday and we will close out the year with our annual crawfish boil for faculty and staff on Friday, May 27th . Our new website launched earlier this month. The new website also includes an app that integrates with our social media platforms, making it easier for our schools to update our families on the great things going on at our schools. Our next Committee Meetings will be held on Wednesday, May 25th.
