1. Call to Order
Chairperson Roxanne Atkinson called to order the Regular School Board Meeting of the Central Community School Board on Monday, April 17, 2023 at the Central Administrative Office, at 6:00 P.M.

4. Roll Call
Tracy Barnes conducted a roll call. The following persons were present: Roxanne Atkinson, Nick Carmena, Mike Davis, Michael Hooper, Jason Leaphart, Carol Norwood and David Walker. A quorum was present.
5. To consider approval of the minutes from the Public Hearing held on Monday, March 13, 2023 and take appropriate action.
A motion was made by Mr. Hooper and seconded by Ms. Norwood to approve the minutes from the Public Hearing held on Monday, March 13, 2023. There being no objections, the motion passed.
6. To consider approval of the minutes from the Regular School Board Meeting held on Monday, March 13, 2023 and take appropriate action.
A motion was made by Mr. Carmena and seconded by Mr. Davis to approve the minutes from the Regular School Board Meeting held on Monday, March 13, 2023. There being no objections, the motion passed.
7. To receive the Superintendent's report on personnel (Dr. Fountain)
Board members received a report of one (1) Resignation. This was a report only and required no action.
Board members received a report of three (3) Appointments. This was a report only and required no action.
8. To receive a report from the Finance Committee Meeting held on Monday, March 27, 2023 and take appropriate action regarding the following:
a. 403b options for employees
Committee members received information regarding 403b options for employees. This was a report only and required no action.
b. 2022-2023 Revised Child Nutrition Budget
The committee recommended approval of the 2022-2023 Revised Child Nutrition Budget as presented by the staff. A motion was made by Mr. Hooper to approve the committee's recommendation. There being no objections, the motion passed.
c. 2022-2023 Revised Federal Grants
The committee recommended approval of the 2022-2023 Revised Federal Grants as presented by the staff. A motion was made by Mr. Hooper to approve the committee's recommendation. There being no objections, the motion passed.
9. To receive a report from the Facilities/Equipment Committee Meeting held on Monday, March 27, 2023 and take appropriate action regarding the following:
a. Lease on Section 16 property
The committee recommended approval to renew the current hunting lease on the Section 16 property. A motion was made by Dr. Walker to approve the committee's recommendation. There being no objections, the motion passed.
b. Cooperative Endeavor Agreement (CEA) with City of Central
The committee recommended approval of a Cooperative Endeavor Agreement (CEA) with the City of Central to use the School Board Meeting Room for their meetings. A motion was made by Dr. Walker to approve the committee's recommendation. There being no objections, the motion passed.
c. Discussion on the option of building the new Arena on the Greenwell Springs property
Committee members discussed the option of building the new Arena on the Greenwell Springs property among other locations. This was a report only and required no action.
10. To receive a report from the Curriculum/Instruction/Accountability/Student Services Committee Meeting held on Monday, March 27, 2023 and take appropriate action regarding the following:
a. Proposed changes to the Student Handbook for the 2023-2024 School Year
The committee recommended approval of the following proposed changes to the Student Handbook for the 2023-2024 School Year under Dress Code for Elementary, Middle & High School students on pages 23 – 26 of the Student Handbook:
a. Elementary School, Section 1)b – Add: It is recommended for shirts to be tucked in for grades K-2. Shirts will be tucked in and must be long enough to stay tucked when the arms are raised above the head, Add: for 3-5 grade.
b. Elementary Overgarments, Section 4)a – Change From: Sweatshirts may have hoods, but the hoods cannot be worn in the building. Change To: Sweatshirts may not have hoods and will be the only overgarments allowed over the uniform shirt.
c. CMS/CHS Schools – Slacks, Skirts/Skorts, Section 2)a – Remove: And skirts; Section 2)b – Remove: Skorts must fall between the mid-thigh and the knee. Add: Skorts are not allowed; Section 2)c – Remove: Skirts may be worn by female students. Skirts are acceptable if they are loose fitting and worn at the knee cap. Add: Skirts are not to be worn unless approved by the principal for religious reasons.
d. CMS/CHS Shoes, Section 3)b – Change From: Sandals, flip-flops, house shoes, and similar type shoes are not acceptable. Change To: Sandals, flip-flops, crocs, house shoes and similar type shoes are not acceptable.
e. CMS Overgarments, Section 4)b – Change From: No hoods will be worn on campus. Change To: Sweatshirts or jackets may not have hoods and cannot be worn on campus.
f. CMS/CHS Dress Code, Section 5)e – Add: Hair cannot extend below the waistline. If it falls below the waist, it must be pinned up.
11. To grant the staff permission to advertise and accept bids on the construction of the Special Needs Playground and take appropriate action. (Dr. Fountain)
A motion was made by Dr. Walker and seconded by Mr. Davis to grant the staff permission to advertise and accept bids on the construction of the Special Needs Playground. There being no objections, the motion passed

12. To receive a report regarding Assurance of Employment Letters. (Dr. Fountain)
Board members received information regarding Assurance of Employment Letters. This was a report only and required no action.
13. Superintendent's Report
Recognition of Central High School Community Based Transition class. The Central Chamber will hold their Scholarship Luncheon this Friday. Congratulations to three seniors at Central High School for receiving scholarships - Allie McCauley, Christopher Guyon, and Rebecca Betz. Congratulations to Brandy Singleton, Child Nutrition Manager at Tanglewood Elementary School, for being selected as a State Finalist for Support Worker of the Year. Several of us will be attending her recognition ceremony this Wednesday at the BESE meeting. CHS will host a presentation in partnership with Ochsner on the dangers of vaping this Thursday at 5:30 in the CHS theater. CHS softball will be on the road for the second round of the playoffs this Wednesday. Baseball will begin playoff action this Thursday at home with a 3-game series. Senior Breakfast at Night will be next Tuesday, April 25th, at 6:00 in the CMS/CIS cafeteria. CHS Talented Theater will be presenting Disney’s Newsies on April 27th – 30th (Thursday – Sunday). More details and ticket information can be found on the CHS website. The next Faith and Fathers at CHS will be held next Thursday, April 27th, at 5:30 AM at Central High School. The April Committee Meetings will be held on Monday, April 24th, at 5:15 PM.
